He didn't. If I remember correctly, the project is frozen until it's possible to implement town buildings' special effects in VCMI.

Hmm... if that's the case, maybe they can release a beta version with everything else except the buildings' special effects. OR, if possible to make this a VCMI+WoG mod, implement those effects through ERM scripting.

VCMI developers are working on AI now. But we can ask them to turn to buildings effects later.  Bonus system exists, it's a question of enlarging it.
