Just as a side opinion (hope people willing to get DoR early won't throw tomatoes at me): DoR team likely wants DoR to be a project that wouldn't be released in a raw and unpolished state. No need to rush them, Imo, let them do their own thing.
Also, HOE is a commercial project while DoR isn't. The DoR devs work at their own pace and do it when they can i.e. life allows them. The comparison between the two (HOE and DoR) is kind of unfair.
Plus, I personally don't think that closed tests even started yet, but may be wrong here, since I'm not a team member.
About the teasers looking like the stuff is almost finished - the devs probably just show stuff that is more-or-less finished and don't show the completely unfinished parts as much, maybe?

That’s a fair point, and I agree there’s no need to rush the team, especially for a non-commercial project.
My point wasn’t about pushing for an early release, but more about process: if they’re already in a phase where most of the work is balancing and gameplay tuning, even a limited or closed beta could actually support their goal of delivering something polished rather than undermine it.
Of course, it all depends on where they really are internally- if they’re not there yet, then it makes sense to keep things private. And you’re probably right that teasers mostly show the more finished parts.

AFAIK it still is in development, just the devs are likely busy or just silently working on the mod instead of talking about it (as Ehlesgens-Art said earlier).

We're very much actively developping the mod currently, and putting our full focus on that more so than on creating news articles. For some news though, there'll be a CDA article coming out in the near future with new screenshots and a dive into our three factions.
Meanwhile, I'll leave a little something for you !
