Is there a way to make Corrupted Soil a Specialization? That would make him powerful.

All you can do is give him Corrupted Soil and make a new specialty description and name saying "this hero begins with the Corrupted Soil perk" or something like that. It is simply impossible to create new specialties or skills with new effects (without highly advanced hex editing, I guess).

Hey Sith, maybe you could give Kha-Beleth the unused "Infernal Machine" specialty. This is the atrociously-written description from the data files:

It should appear at the bottom of the specialty selection list in the Editor. Ridiculously overpowered!

Wrong! "The Infernal Wave", his default attack in the final battle, is a scripted ability for that fight only.

No, he doesn't have default attack animations, he wasn't even intended to be used as a playable hero. You can give him attack animations but they look terrible. The best you can do is replace his attack with a spellcasting move of some sort.

a know how add des,abilities,name,attributes,hp size and so on,only problem is animations

First of all, UFO has a name: Plate. Second of all, he is a hero, a Warlock of all things. Making him a playable creature would require:
1) the NCF to use a slot and 2) programming him with all necessary animations. Can you do that? Then Plate's a creature.

As far as I know it's not directly possible, though you could definitely enable it with scripts (as I think it's almost totally script-reliant). It has an ID in the game's data but I think it's only so that the game can "call" on it without replacing another spell.

first of all,i dont have whole mod,second,i wanted add it for me as NEUTRAL CREATURE,I NEVER SAID I GONNA DO IT AS PUBLIC MOD.

no i apoligize,but parts when you told it name and that he was hero,was unnecessary(i allready knew that) and part when you said can you that? that little bit pissed me off,but just little bit  . and when i said "you" meant all guys in here peace? sith? but when warmonger said his camon etc.that was little bit mean to me.
