First off, a little background is probably needed.
I have an idea for a story that would involve characters from the Imperium of Man. I'm opened to the idea of other races with a few restrictions. While I really like the Necrons, it'd be very difficult to be a necron player character seeing as how you couldn't talk. Plus the whole "kill everything living" goal makes it difficul to create a good story. Same thing for the Tyrannids. They don't really do anything but devour everything in their path. The other races could work, even if it would be a little tricky.
Really I'm envisioning an RPG based off an Inquisitor, his henchmen, and their adventures.
Oh man, I'm really starting to drag now. I need to get some sleep. If you anybody is interested in starting one up, let me know. If there is enough interest, I'll create a thread.
EDIT: Yeah, I can't wait for Dawn of War 2. I'm going to get a new cpu just so I can play it.
Tenatively, that makes three of us. I'm thinking we need at least 6 or 7 minimum.

Orks would be kinda dull... wishing no offence to our greenskined muscle mountains but they aren't exactly very deep characters.
Chaos would be cool too I guess but you wouldn't really have any "group" that makes real sense. Chaos is just everyone for himself.
The Eldar however are superb roleplaying material. Strong individuals, very deep characters, long history, no hardcore "limits" due to ideology.
Unlike the Dark Eldar who are too twisted and "simple" in their simply inflict as much pain as possible~~~ way.
Space Marines are great too but somewhat limited due to their overpsyched rightousness so you couldn't have much going except for this that have the "FOR THE EMPEROOOR" stamp of aproval. Not that isn't much though all I'm saying is that you are a bit limited.
Same goes for the Imperial Guard, Sisthers of Battle and Tau (except for the fact that we have "The greater good" instead of the immortal Emperor)
Well you already explained the problem about the Necrons and Tyranids.
Anyhow these were just my thoughts wasn't critizing your idea.

I think that you can have more interesting characters with space marines (or imperial guard) than with eldar.
You could have a librarian (right?), inquisitor, captain, Toby (the guy who makes stupid remarks and wields the chain gun), Ray (The creepy guy that nobody talks to), Bob (new guy), John (getting too old for this), Mark (very religious sniper(I admit that I stole this one)), BAD (Bot of Annihalation and Destruction), Leroy Jenkins(the guy that screws up), Roy (the guy that'll wager for anything and can hold his licquor), Charles (snob), Snowball (the black guy) and so on...
In short, there are a lot of different characters. The only ones who have to be fanatics are the inquisitor (and captain?)
About necros: Really? Can't they talk? When fighting the necrons hq in the second expansion, I definately heard a pariah talk. Something like: "yes, milord, we drove away the ork menace." (his lord was replaced by a custom made bomb so you actually ran away, but necron thought they won)

Maybe.
It sounds interesting enough but there's so much lore that the amount I know from playing Dawn of War is like not even scratching the surface... which doesn't exactly make for easy roleplaying

Well the same goes for me TA but try to check out the offical Games Workshop background collection it's awesome to say the least.

It seems you didn't really get my point. Space Marines are the most brainwashed and ignorant creatures out there. So there is nothing as following your own goals, individualism, real character traits. Only the "big" leaders have real characters eventhough they are even more fanatical than your standard Space Marine. Get my point? If you still don't believe me see for yourself.

The 40k is a little unknown to me. Only through games I know them.
One more thing: don't ever let me play a perfect race. I personally don't like eldar sorry

If not for dark eldar, I still wouldn't be convinced of their evilness. Manipulating is intelligent and... OK, I cannot defend Khaine (reminds me of Khorne... Coincidence?)
