Yes, that was confirmed by Docent Picolan on DF2 forum but I had no time to check in which post exactly.
And ye, I'm kinda connected with Crew (leading HotA facebook now)

I hope i'm still around when this comes out. It looks cool as hell, and i think it's a nice middle-ground between older and newer themes.

Kind of disappointing that they have a level 5 Mage Guild. You'd think for a town that is focused almost exclusively on technology and what not, that they would have a much lower Mage Guild.
I thought Factory was supposed to be a more Might aligned town?

Yeah I thought Factory was more "physical" than "magical", at least that's how I see it. I was expecting their magic guild to go up to 3 or 4

Yeah me too. I was expecting them to have a level 3 Mage Guild. Or even a level 2 actually.

I just hope Factory wont be too overpowered, Cove is already a bit over the top.
Do we know anything about their new Wasteland terrain, will there be a movement penalty on this terrain?

A level 2 magic guild would have been something interesting 
But since the artificers have basic wisdom i suppose lvl 3 is the minium that would fit better.
I see them more physical because flame throwers use an object to recreate fire, halflings throw bombs instead of casting some magic, the bounty hunters who have that giant rifle are pure physical damage... so a level 5 mage guild sounds like too weird or too OP

I hope not, i guess it will be around cove's power level. It doesn't look weak at all.
About the new terrain I don't know about russian forums but here there is nothing new to know. I guess it will have some movement penalty but not too much, maybe 25%?

I was expecting quite the opposite. See, their magic class is the artificer and that means, in Dungeons and Dragons terms, a powerful magic class, which, differently from the Wizards (who, in D&D, are powerhouses of magic, not ridiculous excuses of spellcasters as in Heroes III...), use their magic through their artifacts and creations.
In that sense, while Wizards would dedicate their time to pursue the mystical art of Magic (a pursuit that would consume all their time, since a true 'scientific' study of the craft would require tremenduous discipline), Artificers would rather see magic as some sort of law that governs the world and from which they can harness good things though their tools (in the same manner, for example, that an electrical engineer may construct capacitors to store the energy of an electrical field).
In fact, I am expecting some powerful magic-related unique building, such as a once-per-week spell power booster, maybe doubling or tripling the visiting hero's spell power (Arcane Energizer sounds a good name).

Don't know about HotA, but in Heroes 2 Wasteland has 20% penalty,

Well... the other "technology" town has even a library and at least one additional spell on every level

Well, this isn't really D&D. And the definition of Artificer is a "a skilled craftsman or inventor" so it would make more sense for this town to be focused more on might rather than magic. Also, so far, the majority of the units in this town have a physical attack.
