I'm afraid h7 system is so much more restrictive than that. Some heroes are not be able to get fire magic at all, some will only get expert level, few with mastery level and very few all the way to GM. It's partly why the skill-system has been criticized so much.
I think it's great idea. I would like to have 5 levels of mastery in HMM3, set permissions for heroes classes to reach set levels of each skill only.

Well, you could say that both DLC's add a 0.1 to H6 (making it 6.2 already), and Shades throws in an extra number...
Besides, wasn't H7 branded as "H6.2" down at the SC?
As with so many things, people see/believe what they want to see/believe, so if you think this is a very coincidental (or perhaps deliberate) reference to H7's similarity to H6 and the abovementioned 6.2-Opinion, that's...well, what you see .
Besides. "6.1" is a clear Illuminati symbolism. 6 has three letters, 1 has three letters. Three plus three is six. Six has three letters. A triangle has three sides. Illuminati confirmed!

Efreets are in fact Djinns corrupted by Chaos, not Plane of Fire beings.
Also Plane of Fire in Ashan is Arkath's domain and Pyrannaste is Elemental Lord of Fire in Ashan too.

Troglodyte! 
Looks pretty nice. A bit Alien vibe but it doesnt bother me. Look closely and you can see moss growing on him  Like a sloth
But why is he so angry thou?

he needs to see his contract, when the SAG told him Ubisoft also has no vision he thought they meant it literally
