Well, it's reasonable if things take a few days, but there posts from this clown user still there from back in April. It's not good to wait five months for a moderator to clean the place. Anyone can do whatever they want and make a big mess out of any thread.
This guy is almost making a good point with his loser memes by exposing that it's a free for all. Did you consider expanding the mod team to have other mods who frequent the forum? Why are there only two mods with only one having power here, who is rarely around?
Well, that's kinda due to the forum being old and sorta... dead, in a way.
IIRC the administrator behind the forum is very rarely seen, which had led to the forum being not working quite some times, apparently. And I think reset password also does not work at all nowadays. And you can't even request a funny custom avatar last time I checked.
Personally, yeah, the amount of moderators clearly should be increased. And I think adding email verification (cuz many of the troll accs had mail adresses that's likely not real) or moderator check for new users (I think something like that exists on DF2 where there's just one mod that either accepts or denies registration based on what the user trying to register wrote in the registration section form) would be nice.
Also I don't really understand why the threads aren't cleared from bot messages and spam account messages. Like there's also an acc spamming the H8 ideas thread (could've gotten it wrong, but still), and a lot of bots spamming as well, but all these msg-s are still there.
Either way, the moderation issues here should be brought up, but please don't be like that troll. There are some good people that would be as much annoyed as we are if you'd start posting similar stuff in HotA/VCMI threads.
P.S. there's more mods, just they are split between the channels (like Corribus and OmegaDestroyer (IIRC) being the moderators for H3 channels). Most of them are rarely active tho.
Also, idk, I kinda feel like the problems of moderation on HC should be discussed somewhere else, there's a section about the forum somewhere IIRC, I feel that it would be a better idea to make a thread about it there.
Also, sorry for the longpost, but felt like it should be brought up, again.

I won't actually do it, of course. I'm here passing by in good faith. It's more of a rhetoric. He can do it without consequences, therefore I can do it, therefore you can do it. We need to be moderated, basically, or at least, don't just target this specific thread to create a ****show. I'm a lurker, I shouldn't even have to comment. But since he gets away with it currently, the squeaky wheel gets the grease. People who make mods like this for free are the best in the community, we all deserve better than for them to be interrupted in their showcase thread by a circus clown.
