Maybe:
a) you owe caesar money(but im not sure that matters)
b) you were playing at slow speed and hence it took some time to acnowledge you won
c) its a bug
these are all just terible guesses, theres probably an extremely obvious factor im missing, i ussaully get this stuff wrong.

When I first got Caesar III, I went military for the third level. Was pretty hard. If I were to play it now, I'd find it laughably easy. The fourth level on military isn't so bad, but you have tight farmland and you have to hurry to set things up before the Greeks come knocking. There's combat in both fifth level missions. On peaceful, you have to struggle with fishing in the desert while fending off the Greek invaders (I kept running out of food in this one). I much prefer the military mission, because there's plenty of room to build farms and a huge city. The problem is you've got Hannibal marching his circus animals at you constantly. I play that one a lot, and I will most likely play it again this round.
Carthago is a lot worse than any of the above. You'll have your hands full for sure. I'm not sure if I'm heading there this time...

The tricky part comes when you've built-out one portion of your land and you need housing blocks for more workers. You move farther out into the map and build your Granary, set it to 'Get Food', and watch the supplies rolling in. Sometimes there's trouble that brews from this Granary serving Granary system.
Say your starting territory is in the south middle and you need to expand housing districts to the east and west centers. Your distant Granaries will be sending multiple carts to your starting Granary, thereby depleting your supply quicker. It's bad enough that your Farm cartpushers tend to go the distance to try servicing the far away neighborhoods, while your food supply back in town withers. After all, Farms continue growing up to 100% but can't be delivered unless the cart guy is there to take it. It can be a long wait until your carts get back.
Also note that market supplies of multiple goods such as Food, Pottery, Furniture, and Oil sometimes jumble when your city gets big. The market buyers don't seem to restock the items fast enough, even if a full warehouse is not far off! Even if you play to the best of your ability, this might happen.
These problems tend to occur a lot during the later missions. Beware.

How about a week's time? The approximate time of day should be decided when rebirthing says he wants to join or not.

Well, I'm ready for some fine smashin'. Soon enough, my Roman cities will spring up like weeds after the rain.
So we stop and report our progress a week from today, right?
