@Stevie: You just touched the very problem that the Heroes series...
...had suffered from the very start of her own self.
Politics are not supposed to be included in this type of Medieval Era of a strategy game.
Democracy or Republic type of country ruling is not supposed to exist in this type of very early form of civilization.
The old Superstitions of mythical beings existing on any fantasy world and, Despotism as a form of faction leadership was considered the only form of acceptable ruling of such early form of settlement like civilization(cradle of it is called 'Tribal Chief' or 'Chieftain' of a large mobile tribe).
The natural evolution of Despotism(Emperor or Caesar) is called: Monarchy. The very first monarch of any faction is the ruling despot himself that became very rich and saw his kingdom flourish both in wealth and military power over the vast expanse of his kingdom.
Please note that some very ancient civilizations had to go through the very long process of wealth gathering and, such despots became Dojes(Doges) as rulers of a mere large urban area that happens to be inside the protective walls of this ever slowly but surely growing City(all the territory is not claimed under any military occupation or set borders to any other factions.
My final point is: remove all traces of people elected type of political regimes to this game and, re-instate the creation of kingdoms via very early Despotism but, accelerating it to Monarchy status as soon the village becomes a city + a center for military might. This game includes mysticism(magic) that can be a very good asset to armies that would greatly benefit from both destructive and beneficial magic spell-casting.

Oh my, the leaking is really getting out of hand, isn't it! So much so that we received a brief but timely visit from Gomaki, Oakwarrior and Ubi-Nox to confirm more things they would've imagined, but it just pains me deeply to see them doing so on business grounds only. Why aren't you here with us more? After all, you are true Heroes fans yourselves, right? No need for this targeted audience treatment, we're all friends, aren't we?
Hope the conversation on that VIP board is going as smoothly and jolly as Erwan's shiny head itself, cuz I just can't wait to see how their ideas for re-involving of the community work out. I'm positively bursting with excitement for the new Fortress addon and I'll pre-order it before I even get to look at the price tag, because I trust it won't be highway robbery but toootally reasonable and affordable. After all, who knows what these re-started CPR maneuvers might bring in the future? With a bit of a succession of godlike miracles they might even overturn the already pronounced time of death. Postmortem analysis' still ways to go!
Meanwhile, I've already received some pms asking for confirmation, and I know it's probably not etiquette to say or disclose anything, but it's not like I'm under an NDA or anything so I'll just go ahead and suit myself, lol.

Actually I agree somewhat with Luc on this one ... never thought I'd see the day .
Heroes of Might and Magic actually says it: it's about Heroes. Note the plural. These Heroes command (vast) armies, representing the various kingdoms and lordships that form the world map.
What the series might need is a return to those concepts, away from the RPG elements. Back to building up a kingdom, with the player as its ruler and the Heroes as his subordinates to lay down the law. Moving armies across the board and then zooming in on individual conflicts - these then play out as campaign maps.
Between playing on these maps, though, on an overall level, you're distributing resources (which can be Heroes too ... basically, the starting bonus that you could select in H3 for instance is a rough and very simple version of this same concept). You can "raise" several Heroes in one map and then distribute them across a few maps that by storyline play out (near) simultaneously. You can invest resources in a particular region, but that means you have less to spend in others. Events out of the players control (like an enemy invasion) can change the resources available.
Although stories can revolve around a specific Hero, most campaign stories should revolve around the various kingdoms and factions instead. On how they get a foothold in the world, defend their assets and achieve the goals they're working on. Once you've managed your kingdom on a higher level, you can dive into individual campaign maps and play through them; depending on how well you do, you gain (or lose) assets and resources that you have available once you return to the world map where you manage the next stage of your kingdom. The overall kingdom managed plays across larger time scales than the campaign maps and might very well span several generations.
