I would hope AI is a bigger priority IMO, because if you don't have a good AI (no, cheating AI isn't "good" AI), you can't really play the game, and if you can't play the game then it's all for naught.

I looked at a few pages of modding for the VCMI wiki and it all looks remarkably easy to understand and mod. I'm decently fluent in C++ so I reckon I could download the HOTA port and just find the files that contain any changes I don't want and remove or edit them. That is, if the mods available to download contain the actual mod files in text and not a built binary.

Yeah, mods contain mod files in text. Knowledge of C++ is not needed at all for modding. Though with more C++ programmers VCMI could grow faster and we never have enough contributors.

I would like to create new artifacts, I already have the def files, I do not know how to create json files and how to add properties, someone is interested in creating json files

for example: increase the growth of all units in a given city, increase the hero's attack and defense, thanks to the artifact add to the hero a certain creature when the artifact is found

To increase growth check list of bonuses and vcmi config files to find out how it looks like for similar artifacts. Use separate command for every creature's level. I don't know how far creatures' artifacts are supported.

the building where the creatures are enlisted in the city must be subdivided by force into 4 files def,hal 1,hal 2,hal 3,hall?
can it work without hal 3?

another question you can add a new war machine?the cannon as they did with hota,
I created a json file by modifying the catapult but it does not work

Download latest vcmi hota mod and look inside what is needed to be done. New war machine is combination of artifact and creature, so you must prepare two json files.

I have a problem with vcmi today, it does not start the game, it loads the screen choose the map, the city, etc. then it freezes, you have this problem too?
