No, VCMI and ERA are diferent platforms

VCMI allows different resolutions and full-screen or windowed mode, you choose.

I forgot to ask, does the VCMI also have its own editing version players can use to tweak features in WOG such as creature stats, artifacts, new images etc that ERA has? and if not, are there talks among the programmers to merge the two platforms?

Yes and no.
There's WoG mod for VCMI (available from the launcher), but with only few implemented original wog features. You must learn by yourself which features have been hardcoded to vcmi (creatures, but mamy of them withous its special abilities, limited Commander system, limited stack experience, no scripts and wogification). And implemented features can be modded. But, vcmi modding system is completely diffirent that WoG's - but has many powerfull posibilities.

You can already do listed. Just you need to educate yourself about JSON configs and mod structure.

It is very easy to edit or add new creatures and artifacts in VCMI, this is just what is was made for. Just check example mods from Launcher.

And yes, we need more artifacts please!

ok i downloaded the VCMI 0.99 but I don't believe I did it correctly.  I'm not very tech savy.  I just installed it into my H3 complete folder.  I didn't see a new icon or anything made

There's dozens new files in my Heroes3 folder after unpacking VCMI package into it. Among them lies most important app: VCMI_launcher.exe.

ah I see.  thats pretty cool.  the WOG version is in another language but i've played the game enough to remember what the buttons meant and the random map generator adds pretty much any object in the map. the animated graphics are cool

This is common error, by vcmi team doesn't want to fix it so every month new players are confusing. Just delete russian translation folder located at WoG/Mods directory.

All new mods are enabled by default. So when VCMI starts first time, this mod is enabled. Maybe it will be good to remove this mod from WOG folder and make separate mod downloaded manually.

WoG russian translation is also separately mod in launcher, but still remains as part of WoG mod. Therefore are many confusing.

That means you need to resave JSON as UTF-8 file with no BON at start of file.
Use Notepad++: open file,  Coding -> Coding UTF8 without BOM (don't know how this menu is in English, using localized soft),
and then save.
